Response to Climate change mitigation and adaptation taxonomy

Fundamental research is the basis for breakthrough technologies which are needed to switch to a carbon-neutral economy. Thus, it is necessary to invest in it and provide needed support. For this reason, RTO Lithuania commends inclusion of subparagraph directly aimed at RDI activities in the Taxonomy. It is of most importance to set such screening criteria which would provide favourable environment and incentives for RDI activities. RDI activities should be eligible if it provides substantial contribution, and no low carbon solution is available. Moreover, it is expected that Taxonomy acknowledges the complexity and distinctiveness of RDI activities in order to avoid unnecessary limitations. In order to achieve this, we encourage to stress the need for applying criteria in such a way it would recognise multifaceted RDI activities and long-term perspective, especially in the early stages, i.e. compliance with GHG emissions in the start of the cycle (low TRL) might be troublesome to show.
