Response to Advanced Materials Act

Europe's Advanced Materials (AM) ecosystem is at a critical juncture. The primary challenge is no longer inventionEurope remains strong in researchbut rather the pace of industrial adoption and scale. In a global race dominated by speed, market volume, cost optimization, and integrated value chains, Europe is falling behind. Competitors like the US and China are aggressively building complete AM industrial ecosystems, transforming AM from a niche technology into a systemic industrial capability. High performance plastics are a foundational component of the European economy, directly sustaining more than 1.5 million jobs and driving substantial economic activity. Their critical role extends across vital industriesfrom automotive and healthcare to construction and renewable energywhere they serve not merely as components but as advanced, high-performance materials. These materials are indispensable for future innovations in areas like electric mobility, medical devices, and energy transition, with further strategic importance due to their dual-use applications in civilian and defense sectors. Maintaining Europe's leadership and resilience in this field depends on continuous innovation. Organizations such as MONDRAGON Corporation, within the Innovative Advanced Materials Initiative (IAM-I) and the European Composites, Plastics and Polymer Processing Platform (ECP4), are key to this progress. They bridge industry, research, and technology partners to advance essential priorities: enhancing circularity through improved recycling and eco-design, developing safer material formulations, and implementing digital systems for traceability. Among other points we think it is really important to enable technologies such as digitalization, artificial intelligence (AI), and data spaces, that are crucial for AM innovation - powering predictive modelling, digital twins, and federated data ecosystems on materials data. Ongoing investment in such research and development is therefore crucial for securing Europes strategic autonomy and competitive edge in advanced materials.

Response to Developing social economy framework conditions

Three comments regarding this initiative from our experience: 1 – One of the constrains to the development and growth of the social economy is that our business model is not taught in schools or universities. The only business model that is studied extensively in all educational centers is the traditional capital company. In this way, it is very difficult for recently graduated students to want to join a cooperative or social economy company because they do not know them. And, sometimes, the information they have about SE is wrong and negative. SUGGESTION: To launch a recommendation to the member states to incorporate social economy companies as a subject of study in the different universities and educational centers ( in subjects such as economics, business, etc. ) 2 – Social Economy companies do not systematically participate in negotiating tables with governments, employers and unions. In this way, the new laws almost never take into account the particularities of our companies SUGGESTION: To launch a recommendation to the governments of the member states so that they incorporate the representative organizations of the Social Economy companies into the negotiating tables. 3 – As already pointed in the previous comment, the social companies do not systematically participate in the collective bargaining tables. So, many existing laws do not include the particular conditions of SE companies. This is a big problem for the development of these companies and also the creation of new ones. SUGGESTION: To launch a recommendation to member states for a systematic review of current laws and to identify these administrative obstacles to Social Economy companies.
