Response to Import of used cooking oils

MVO and NVDB and its respective member companies took note of the proposal for new requirements for the import of UCO. The industry welcomes the Commissions efforts to provide clarity on this issue. We have attached our feedback to the current proposal.

MVO – the Netherlands Oils and Fats Industry hereby thanks the EU Commission for the opportunity to react on the intentions laid down in the EU Farm to Fork strategy.
MVO supports Nutritional Labelling and advocates a valid font-of-pack scheme in line with nutritional recommendations. The validity of a scheme is the most important condition. It overrules other important conditions such as the clarity of the logo, the harmonization of the logo and the ability to stimulate reformulation. Validity concerns the inclusion of all relevant nutrients for a specific product group with relevant cut off values and a clear differentiation within a product category, taking into account the specific usage of a product.
In the interest of public health, MVO considers a valid, clear and harmonized logo-based scheme as the best option. However MVO assesses none of the current schemes as a valid option, balancing all relevant nutrients for a product group. If such a scheme might not appear it is better to use a scheme that solely informs on the front of the pack than to use a scheme that evaluates products in an incorrect manner; the latter possibly leading to a loss of consumer trust and nutritional misdirection.
Nutrient Profiles should be based on the same nutritional principles as should be applied to a front-of-pack scheme. Furthermore labelling and profiling should not contradict each other, and thus the criteria have to be established in relation to each other. As there are no bad products, only bad diets, MVO is of the opinion that the setting of an Nutrient Profile should be done with restraint and by its nature should do no more than exclude the top products that nutritionally are least beneficial within a product category.
The nutritional recommendation is to replace saturated fats in the diet with unsaturated fats. The oils and fats product category is the main source of intake of (essential) unsaturated fatty acids. The nutritional recommendations in the Netherlands differentiate between the products in the category and advises to eat the softer and liquid product variants on a daily basis. In the Netherlands less than 10% of the people consume the recommended daily amounts of these products. Nutritional Labelling nor Nutrient Profiles should work against these recommendations.
