Response to Targeted revision of the EU system of tobacco traceability

Lithuanian Tobacco and Alcohol Control Coalition welcomes consultations regarding review the 2017 rules for EU standards on tracking and tracing (T&T) of tobacco products and provides following comments. In the current regulation of T&T of tobacco products there is a worrying lack of transparency regarding industry involvement in the data repositories, auditing, and identifiers generation software. International NGOs have expressed concern and requested information from the Commission about this, without satisfactory results. The Commission has not published a report on the real functioning of the (T&T) system, the outcomes or effectiveness. It is still unclear if it provides any positive benefit for public health in EU. In line with Smoke Free Partnerships recommendations, there is a need to that industry involvement in the EUs T&T should be limited strictly to absolutely necessary and for that we encourage: to produce stricter independence criteria for data storage facilities and companies who generate the unique identifiers; that auditor and data storage facility selection should be done by Member States or the Commission; that auditors reports and the names of the auditors should be published, the scope of audits should be extended to assessing software of the unique identifiers generation.

Response to Europe’s Beating Cancer Plan

First of all, Lithuanian Tobacco and Alcohol Control Coalition (hereinafter referred to as NTAKK) would like to support the European Commission’s remarks regarding too little resources being allocated for prevention efforts. As stated in the document, avoiding known risks and adopting healthy lifestyles can greatly lower people’s risk of getting cancer. The WHO European Region is the region with the highest alcohol intake and alcohol related harm in the world. Therefore evidence based comprehensive alcohol policy measures in the region need to be implemented without delay. Reducing alcohol availability, increasing price and implementing marketing bans have strong evidence for effectiveness in reducing harmful use of alcohol. These measures are recommended by the World Health Organization and alcohol policy experts all over the world. NTAKK strongly encourages introduction of alcohol specific legislations across EU. While over the years EU has achieved significant progress on tobacco, it has not placed similar emphasis on alcohol. NTAKK recommends to include these measurers: • Legislative actions on policies related to commercial communications, especially regarding the digital environment; • Legislative actions on labelling of health-related messages on containers of alcoholic beverages; • Funding for campaigns to increase awareness about the connection between alcohol and cancer; • Gathering information regarding prevalence of alcohol-related cancers in the EU-27, and good practice examples from Member States on methods to increase awareness and reduce prevalence; • Putting forward a proposal addressing EU excise duty arrangements for travellers’ purchases of alcohol; • Putting forward a proposal allowing Member States to levy excise duties based on alcohol content on all categories of alcoholic beverages; • Ensuring Member States retain the power to enforce national marketing restrictions (also online) on products with links to cancer, such as alcohol and tobacco. It is evident that the European Commission and its supporters will face huge resistance fuelled by private industries and media; however, it is a duty of the institutions to protect public interest and public health. Harmonized alcohol control laws could ensure prosperity and sustainable growth in the entire region.
