Response to European grid package

NKT welcomes the European Grid Package as an important milestone to accelerate the European grid expansion, specifically interconnectors. Underground and subsea power cables are critical net-zero technology enabling Europes electrification. Power cables form the backbone technology of Europes grids and are thus categorized as particularly critical infrastructure. Accelerating grid expansion is important, but since grid expansion spans generations, the technology used is equally important and must consist of state-of-the-art underground cables manufactured in Europe. This will achieve important goals formulated by the European Commissions industrial policy: strengthening European technology and increasing energy security and resilience. At a time in which hybrid warfare and the weaponization of energy make grids increasingly vulnerable, non-price criteria in public procurement focused on ESG, security and resilience must be used as a strategic tool. This will support strategically important sectors and reinforce the EUs key competitiveness priorities. Thus, power cables must be consistently and specifically included in the definition of clean tech in relevant regulatory framework, i.e. IDAA, public procurement directive, the MFF and the Competitiveness Fund. Furthermore, the European Grid Package must include: 1. Preference for underground cables 2. ESG, security and resilience criteria 3. Measures to ensure a level playing field This will support a competitive, resilient and secure Europe. To ensure comprehensive application of non-price criteria, tenders must include the same security and resilience criteria as auctions have. Otherwise, loop holes would be used to avoid added costs.
