Response to Future development and deployment of Small Modular Reactors (SMRs) in Europe

In September 2025, the European Industrial Alliance on SMRs adopted its Strategic Action Plan (SAP), establishing a coordinated five-year roadmap to accelerate SMR design, demonstration and deployment across the EU. As part of this process, the Alliance conducted a structured reassessment of all Project Working Groups (PWGs) in September 2025, based on criteria defined in its Terms of Reference: contribution to European added-value, breadth of stakeholder support, compliance with EU legislation (including Euratom), and alignment with the EUs net-zero objectives. The 2025 assessment confirmed that eight PWGs continue to fully meet the criteria, demonstrating tangible progress since the previous evaluation. These include the NuScale VOYGR SMR project developed by RoPower Nuclear S.A., alongside Europe-based initiatives such as NUWARD, Rolls-Royce SMR, EAGLES (Ansaldo Nucleare, SCK-CEN, ENEA, RATEN), the European BWRX-300, the European LFR-AS project, CityHeat, and Thorizon One. The Governing Board suspended only one PWG due to non-participation. The evaluation validates the maturity and credibility of these projects and provides a solid basis for targeted support from the Alliances Technical Working Groups (TWGs), as well as from EU and Member State institution. This consolidated governance approach reinforces the strategic importance of SMRs in the EU industrial landscape and underlines the need for a coherent policy framework that enables their timely deployment. SN Nuclearelectrica S.A. (SNN), Romanias national nuclear operator, welcomes the European Commissions initiative to develop a European Strategy for Small Modular Reactors (SMRs). As one of the main companies involved in the SMR deployment project in the European Union, through the Project at Doicești, SNN is strongly committed to contributing to Europes energy transition and industrial competitiveness. We fully welcome and support the objective to accelerate the deployment of SMRs in the EU by 2030, by creating the necessary market conditions and integrating SMRs in EU energy, climate and industrial policies. The forthcoming SMR Strategy represents a vital opportunity to create an integrated European framework supporting licensing convergence, financing accessibility, industrial cooperation, and workforce readiness. SNNs experience demonstrates that a coherent policy approach can unlock the potential of SMRs to deliver secure, clean, dispatchable, and locally manufactured energy solutions for both electricity and industrial heat.

Societatea Națională Nuclearelectrica (SNN), Romanias nuclear energy producer, supports the inclusion of nuclear projectsparticularly refurbishment of existing nuclear power plantsunder the Modernisation Fund. SNN highlights that such projects offer measurable and verifiable greenhouse gas (GHG) emission reductions, aligning with EU climate goals and energy security objectives. The refurbishment of Cernavodă Unit 1 alone will avoid 4 million tonnes of CO annually and extend clean energy production by 30 years. SNN urges recognition of avoided emissions as equally impactful as reduced emissions. If not refurbished, nuclear capacity would likely be replaced by fossil-based generation, undermining climate efforts. The evaluation methodology should accept realistic counterfactual scenarios and ensure fair, technology-neutral assessment. We annex a detailed paper with SNN position on the topic.

Societatea Națională Nuclearelectrica (SNN) supports a strategic and action-driven revision of the EUs Nuclear Illustrative Programme (PINC), positioning nuclear energy as a key pillar of the Unions climate, energy security, and industrial goals. The paper urges the European Commission to go beyond investment reporting and provide a coordinated policy framework that supports the full nuclear value chain from permitting and financing to innovation and workforce development. SNN emphasizes that nuclear energy is indispensable to a decarbonized, affordable, and secure energy mix. It calls for full recognition of nuclears contribution to EU sovereignty, industrial resilience, and clean energy leadership. SNN also aligns with the objective of reaching 150 GW of installed nuclear capacity in the EU by 2050, as endorsed by the European Nuclear Alliance and Nucleareurope. SNN presents a robust portfolio of strategic projects: Cernavodă Units 3 & 4: FID by 2026 and commissioning by 2031. These will add 1,400 MW, generate 10 TWh/year, avoid 8 million tonnes of CO annually, and create 19,000 jobs. Unit 1 Refurbishment: Completion by 2029. Extends operation by 30 years, producing 5 TWh/year and avoiding 4 million tonnes of CO. SMR Deployment: Romanias first SMR, aiming for FID in 2025 and commissioning in the early 2030s. It will provide 462 MW of capacity and over 4 million tonnes of CO savings annually. Tritium Removal Facility: One of the few globally, to be built by 2026, with relevance for fusion technologies. Medical Isotopes Production: Supports European healthcare and strengthens medical supply autonomy. Integrated Nuclear Fuel Cycle: Secures EU supply chains through domestic uranium mining, conversion, and fuel fabrication. SNN also highlights the need for financing instruments adapted to nuclears capital intensity including CfDs, blended finance, and taxonomy-aligned frameworks. It advocates for streamlined state aid approval, EU-level support for supply chain resilience, and a coordinated workforce strategy to address generational turnover. SNN calls for a revised PINC that supports Europes clean industrial future, secures long-term energy resilience, and enables timely, large-scale investment in nuclear energy.
