Response to Towards a Circular, Regenerative and Competitive Bioeconomy

Main elements of Nufarm's feedback on this consultation: - The EU Bioeconomy Strategy should adopt an open and neutral approach to different sustainable biomass technologies and end-uses, based on a robust assessment of global sustainable biomass availability. - Current feedstock availability estimates are overly conservative, failing to fully consider both EU-produced and imported feedstock scaling-up potential (such as increased intermediate crops deployment, or more crops grown on severely degraded land). - Achieving scale is critical for the development and adoption of innovative bio-feedstocks and, for the moment, alternative end-uses cannot provide it. Bioenergy plays a complementary role in the bioeconomy build-up: existing demand for sustainable biofuels should be recognized and supported, as it allows for the scaling-up of the supply of bio-feedstock and greater efficiency of use. - To avoid fragmentation and unnecessary administrative burden, harmonised EU-level sustainability criteria for bio-feedstocks should be put in place for all biomass feedstocks, regardless of their end use. This should recognise the positive impacts of bioenergy supply chains, such as improved soil health and improved rural livelihoods. - Following the adoption of this revised Strategy, EU legislation must include follow-up actions to implement the Strategys goals and promote the market uptake of biomaterials and bioproducts to accelerate the substitution of fossil-based feedstocks throughout the Bioeconomy, namely by: Stimulating market demand and market uptake of sustainable bio-based feedstocks and products; Putting in place incentives for bio-based content in products, potentially through dedicated targets for biomass-derived products or ingredients.
