Response to Action plan on accelerating Heat Pump market and deployment

Thank you for the opportunity to input into the call for evidence on heat pumps. As described in the call for input, electrifying heating at lowest cost (through the installation of heat pumps, including heat pumps for district heating systems) will require addressing a range of barriers. Ahead of Octopus planned response to the EUs consultation in the second quarter of 2023, we thought it might be useful to outline our thoughts, not only as an energy supplier across EU markets, but also as a heat pump manufacturer and installer, and an energy-technology company, on what will be required to address the barriers. In summary, we think increasing the roll-out of heat pumps will require a coherent and mutually reinforcing set of policies and targets, and a clear description of the path that electrification of heat will take. More specifically, it will require government targets, underpinned by a clear plan to support targets, including incentive schemes, tax structures, market mechanisms (including market mechanisms to better manage the load on the low voltage grids). It will also require minimum standards, and training and informational schemes that are not diluted by other conflicting technologies. We describe in the attached document (and below) the action that will be required from all of us across industry, including OEM manufacturers, energy retailers and suppliers, governments, regulators, system and network operators and the broader industry
