Response to Legislative initiative on CO2 transportation infrastructure and markets

Carbon capture and storage (CCS) is extremely expensive, cannot actually capture sufficient emissions or store them safely, and will expose local communities and nature to risk across Europe if a CO2 transport network is built. The EU must not allow the fossil fuel lobby to continue to direct EU climate policy (through bodies like the Industrial Carbon Management Forum) towards escape hatches like CCS that enable continued use of fossil fuels and other high-emissions activities. The EU must account for all climate, environmental, and social impacts from CO2 infrastructure. If they do so, then the only conclusion would be to focus instead on phasing out fossil fuels through a just transition that supports proven solutions for workers and local communities. The folllowing are our main concerns: - CCS is a proven failure that has never justified its need for enormous subsidies and sprawling infrastructure; - CO2 transport is a risk to local communities and nature; - CCS risks locking-in highly polluting activities. Instead of the focus on avoiding climate action through immature, risky technologies, the Commission owes its citizens a robust plan to address the climate crisis that prioritises proven solutions that empower local communities.
