Response to Revision of the Shipping MRV Regulation

Mandatory fuel consumption data collection is scheduled for 2019 under Regulation 22A. In this regard, the International Maritime Organization (IMO) has adopted a mandatory fuel consumption data collection system for international shipping, requiring ships above 5,000 gross tonnage to start collecting and reporting data to an IMO database from the start of 2019. Guidelines for a methodology of assessment are set out in the Ship Energy Efficiency Management Plan (SEEMP). First of all, before becoming mandatory this guidelines are based on voluntary implementation of the data collection by shipping companies and ship owners. The purpose of this new regulation 22A is to determine more precisely how much CO2 international shipping is responsible for and, secondly how reduce Carbon emissions drastically so that to comply with BALI Summit and the UN action called "Clean Oceans" as well as the Paris Agreement for a more Green Planet. Reducing Gas foot print and improve new guidance for Martime Shipping beyond 2025 is a sustainable action in favor of a better consumption, and goes on the way of a general mindfulness about the absence of oil/gas emissions in the Ocean by daily users (the marine industry). As enlightened by the UNITED NATIONS and its subsidiary Bodies, shipping’s emissions are expected to substantially increase over the coming years. To curb this trajectory, IMO countries must demonstrate that they can match the ambition and pace of the UN climate body. The EU are part of the IMO members and has to maintain the "virtuous circle" for financial, social and environmental performance of the A22 Regulation over the long term. If we consider the convergence option which is at the Rendezvous each time International Institutions focus on a new strategy and adopts mandatory guidelines, the EU should reach an almost total legislative solution about the environmental impact of gas/oil reduction on the Oceans'wellness. At the same time, to keep its independence clear respect the International level of action, the EU should improve capabilities of an independent regulatory authority in charge of any internal monitoring process. The positive impact of a full convergence is in the potential creation of a tax on fuel or emissions, or a cap, which could create new behaviors and dispose of a sustainable incentive counter-part for a general upgrading of the industry in 10 years. As matter of fact, the last data on shipping pollution is challenging stakeholders to reduce significantly sulfur emissions fall from the current maximum of 3.5% of fuel content to 0.5%. Alignment: a sign of wisdom not a weak position demonstration. By enacting a convergent view on Sulfur gas emissions for Martime Shipping and other tankers, the EU is sure to get into a community of practice where exchange of 'good practices' across countries (EU27 and other non-EU partners) is a plus.
