Please find our detailed views in the attached document. In summary Öresundskraft welcomes and supports the European Commission initiative to create an industrial carbon management market by 2030. Recognizing the need for carbon removals at the global scale to reach the Paris Agreement, development of the tools to speed up progress must accelerate. The combination of CCUS and Waste-to-Energy is vital to reach climate neutrality in Sweden. The biogenic part of the waste will increase in the future and needs to be accounted and accepted for as BECCS. Thus, it should also be able to use to offset hard-to-abate fossil emissions. This includes tools to de-risk investment, set concrete targets for negative emissions as well as rules and regulation on how to calculate and properly account for negative emissions (biogenic) and fossil emissions, i.e. mass-balancing. In addition targets needs to be ambitious.
