Response to Multiannual Financial Framework: Erasmus Programme 2021-2027

OsloMet is satisfied to see the programme being developed further with a substantially larger budget. The request for evolution, not revolution, is addressed in a good way. The objectives reflects the needs of Europe and beyond well, the proposal meets these objectives well. The coherence between the areas of improvement identified and the proposal is good. The programme comes across as more streamlined with better coherence internally and externally. Better defined and focused priorities make it easier to find the right call. The range from smallscale, more accessible to the more advanced, complex projects is interesting with the EUI and the CVEs as a step up from Knowlegde and Sector Skills Alliances underpinning the objective of increased quality in education. Replacing the terms Strategic Partnerships and Capacity Building is good as these were rather confusing and patronising. Moving EMJD to KA2 is very good, too.
The definitions are clearer e.g. in the definition of Joint Degrees; more concrete examples of activities, e.g within the staff training action are given. This allows for a more shared interpretation and makes it easier to apply. We are happy to see the continued combination of different programme management modes.The proposal with its annexes moves between macro and micro level in some areas, making it difficult to know exactly what to comment upon. Some of the proposed improvements look very good on a macro level, but they might look different when specified further in work programmes to come. We are therefore commenting on some of these. Clearer links with and complementarity to the research dimension e.g. in the EUIs are welcome. As this looks to be a very high threshold-action, it is vital to communicate this in the calls to prevent people from spending time on immature applications. We are interested to see what the promise to reduce the administrative burden will mean for us as beneficiaries. We understand that the simplification is mainly related to the international dimension, and to easy access. This is very good, but we were hoping for more improvement of rules and tools for mobility for staff and students in HE. We do appreciate the improvements in reporting and applying, but the really time consuming part of the job is the signing and dealing with all the documents and the adjustments according to the daily rates. We could increase the number of students and staff if there were better and more integrated online tools, and if the rules were simpler. As we educate professionals within health and social services, we wonder about the focus on STE(A)Ms, climate change, clean energy, AI, data analysis, design etc within KA1 and KA2. We appreciate that these are important areas for the further development in Europe, but we hope that they will not be exclusive. We see the need for multidisciplinary approaches where e.g. the fields of technology, design, ethics, psychology and health sciences work together to solve challenges in the best way possible. Short term, virtual and blended mobility are welcome formats which we hope will be available for HE. We hope the term non-mobile students includes students who have families to support thus unable to go abroad for three months. It looks as if recent graduates will be able to go on study abroad for a period. We cannot find any details, but we would like to point out that good as this intention is, it is very difficult for us as an institution to accommodate this action. Both in its present state and in its future state. It imposes a big strain on our resources allocated on basis of actual students. It seems unachievable as long as the demands for academic and administrative supervision are the same as for our enrolled students. Is it possible to let the National agencies cater directly for this group? International credit mobility as seen from the inclusion perspective: we do hope that the grants for incoming students will increase as they are too low now.
