Response to Multiannual Financial Framework: Overseas Association Decision including Greenland

The Association of the Overseas Countries and Territories of the European Union (OCTA) fully supports the approach of the Commission to retain the structure and acquis of the current Overseas Association Decision (OAD) to ‘preserve what works well’. Moreover, we have analysed, with great attention and interest, and welcome the proposal for a new specific financial instrument and budget line for OCTs. We would like to make recommendations for further improving the proposal of the Commission and raise some concerns for consideration of the EU institutions involved in the legislative process of the OAD. The following aspects are detailed in the attached paper: 1. Strategic orientations 2. A lower level of ambition with regards to dialogue 3. Financial support 4. Rules attached to the assistance 5. Cooperation with other programmes and instruments 6. Union programmes and support measures 7. Reporting on the participation of OCT to the Union programmes
