Response to Digital Fairness Act

24 Oct 2025

The Pan-European Game Information (PEGI) age rating system was established in 2003 to help European parents make informed decisions when choosing video games for their children. The PEGI system, and in particular the enforceable Code of Conduct, directly address the issues raised in the fitness check relating to video games. These commitments, which are regularly updated and refined, supplement and work in combination with EU regulation. Any future EU regulations should build on existing solutions and integrate authorised self- and co-regulation into its framework, thereby pursuing a regulatory approach that is effective in practice, proportionate, and adaptable to technological and design developments. Please find more details in the attached contribution.

Please see the response from PEGI (Pan European Game Information) in the document attached below. PEGI is also a member of the Special Group so has addressed the specific points put to the Special Group as well the questions set out in the Call for Evidence. All of the points we make in the attached response are relevant to both sets of questions. The attached response contains significant overlaps with the response provided by Video Games Europe on 11 September, but makes certain further PEGI-specific points and provides more detail on the best practices adopted under the PEGI system.
