Response to Revision of EU rules on sustainable finance disclosure

PLANETE CSCA supports the Commissions general intention to simplify existing regulations, especially in the sustainability field, where the regulatory framework is extremely complex (regarding the number of texts adopted and complexity of these requirements). PLANETE CSCA is in favor of all sustainable initiative but considered that if the legislation is too complex to apply, it loses all benefits. Firstly, terms and concepts used in the SFDR are too conceptual and not adapted to reality; they should be simplified to be understandable by consumers. Then, SFDR should be aligned with other legislation about sustainable finance. We constat that some divulgation requirements of the SFDR are not aligned with the consumers sustainability preferences provided in the Insurance Intermediaries Distribution (IDD) delegated act 2021/1257.

Response to Savings and Investments Union

PLANETE CSCA is the only professional association representing insurance brokers in France. With over 2,300 members, accounting for three-quarters of the sector in terms of revenue and employees, PLANETE CSCA operates through its 9 regional and local divisions and 6 category-based divisions to bring together all types of brokerage firms in France. Insurance brokers play a crucial role in the distribution of insurance products. Their regulated activity consists of identifying the best possible insurance coverage (life, health, non-life, liability, etc.) for their clients. Acting as intermediaries between insurers, who design these products, and customerswhether individuals, artisans, or businessesthey systematically advocate for their clients' best interests. PLANETE CSCA fully supports the overall objective of the EUs Savings and Investment Union: helping people save better, fostering capital for innovation, unlocking digital finance, ensuring the competitiveness of the financial sector, and harnessing sustainable finance. However, we would like to highlight the following key considerations before any new legislative initiative is introduced: 1. The Pan-European Personal Pension Product (PEPP), launched in 2022, has not achieved the expected outcomes. The 1% cost cap (as noted in the EIOPA staff paper dated 11/09/24) and the diversity of national pension systems have contributed to these poor results. 2. We do not support any revision or improvement of the PEPP regulation, as it would be ineffective given that national pension systems remain fragmented and are deeply rooted in national specificities. 3. Regarding sustainability, the EU financial services framework is already highly complex, with numerous requirements spread across multiple regulations. Unless for the purpose of simplification, no new legislative initiatives should be introduced in the coming years. 4. Likewise, regulations governing financial distributors are already extensive and comprehensive, particularly with the possible adoption of the Retail Investment Strategy (RIS). Beyond simplification, no further legislative initiatives (e.g., a revision of the Insurance Distribution Directive - IDD) should be pursued. However, PLANETE CSCA would support any legislative initiative that encourages Member States to develop group retirement savings products (at the company level) with tax incentives, partially funded by employers. These products have been highly successful in France, promoting long-term savings through simple and accessible investment solutions. They enable individuals to diversify and enhance their savings while also serving as a valuable tool for financing businesses and the broader economy through equity investments that support corporate growth and upcoming transitions.
