Response to European Year of Rail (2021)

Polish State Railways – PKP S.A. – warmly welcomes the proposal by the European Commission to establish 2021 as the European year of rail. We are convinced that the initiative will successfully promote rail transport in line with the objectives set out in the Communication on the European Green Deal (and accompanying legislative proposals), in particular with regard to sustainable and smart mobility and the goal to achieve the 90% greenhouse gases (GHG) emissions reduction in transport by 2050. PKP hopes that the European Parliament and the Council will endorse European Commission’s proposal in order to deliver the very much needed shift to rail. The transport sector accounts for nearly one-quarter of the overall greenhouse gases (GHG) emissions in Europe and its emissions have increased based on 1990-level, unlike rail which is not only environmentally friendly and energy-efficient – it is also the only mode of transport to have almost continuously reduced its CO2 emissions since 1990, while increasing passenger and freight volumes and improving its energy efficiency. Rail as one of the most sustainable and safest modes of transport will play a key role in Europe's future mobility system, therefore the creation of a seamless, frictionless European single transport area should be at the heart of the future strategy for sustainable and smart mobility by the European Commission, and for this action at EU-level is required. One of the Green Deal’s main priorities is to shift a substantial part of the 75% of inland freight carried today by road onto rail. We would like to reiterate the need to couple such a goal with increased investments in railway infrastructure and consistent environment-friendly transport offer at the EU and national levels. Activities related to the European Year of Railways should be complementary to investment and research programmes like TEN-T revision, Shift2Rail as well as the new EU financial perspective (MFF). The new EU financial perspective and year 2021 cannot be considered without taking into account the emerging economic crisis caused by anti-pandemic measures. The European economy has to resume and will be able to do so also thanks to railways; railway transport has recently proved to be not only safe and sustainable but also extremely resilient and rail investments could establish a solid basis for European growth and stabilisation. EU leaders should take the opportunity in the post-COVID-19 recovery to place a greater focus on green transport such as rail instead of seeking a return to the status quo. This will have to take the form of changed mindset to prioritise green transport.
