Response to Evaluation and Revision of the Chips Act ("Chips Act 2.0")

Quintauris is a joint venture dedicated to advancing the adoption of RISC-V globally by enabling next-generation hardware development. The company focuses on accelerating commercialization of RISC-V products, providing reference architectures, and supporting solutions used in industries, with an initial focus on automotive. Europes semiconductor industry underpins technologies from embedded systems in household appliances and medical devices to high-performance computing. Despite progress under the European Chips Act, Europes global share remains at eight percent, far below the twenty percent target. Chips Act 2 must go beyond large-scale investments and focus on enabling innovation to reach the market. To achieve technological sovereignty, Europe should strengthen strategic capabilities rather than attempt to duplicate the entire supply chain. Key priorities include securing architecture sovereignty through RISC-V, leveraging Europes strong position in microcontrollers and application industries, and fostering collaboration between semiconductor and application sectors. Startups and SMEs are critical drivers of innovation but face barriers in current funding models. Chips Act 2 should introduce agile, milestone-based funding structures that align with product roadmaps and reduce administrative burdens. Investments should target areas where Europe can lead, such as RISC-V platforms, microcontrollers, and power electronics, while diversifying across smaller projects to spread risk. By focusing on strategic capabilities, supporting startups, and ensuring application-driven adoption, Chips Act 2 can accelerate Europe toward its twenty percent global share target and secure technological sovereignty.
