Response to European Critical Raw Materials Act

Rare Earths Norway strongly supports the European Commissions announcement to propose a European Critical Raw Materials Act (CRM Act). Today, approximately 98% of Europes demand for Rare Earth Elements (REE) is supplied by non-EU/EEA countries, and we would like to highlight that there is significant potential for REE mining in Europe today. Norway may have continental Europes largest REE deposit in the Fen Complex, a mineral deposit situated 110 kilometres southwest of Oslo in Nome Municipality in Telemark County. Early estimates suggest that the Fen Complex could supply up to 30% of Europes LREE demand in 2030. In the attached paper, we lay out our recommendations to EU policy makers for addressing what we perceive as the main challenges to advance raw materials projects in Europe today, namely: Exploration and feasibility studies are expensive and time-consuming, with no real available access to de-risk financing; Permitting processes are slow and unpredictable, hence adding additional risk to the projects; There is a skills gap in Europe today when it comes to REE mining and refining; Unfair competition could jeopardize the long-term financial viability of European projects.
