El relevo generacional es capital para el futuro del medio rural Este constituye el punto de inflexión para el futuro de las zonas rurales y es esencial para mantener unas zonas vibrantes, sostenibles y competitivas. A los que viven en las zonas despobladas hay que darles un incentivo adicional para que puedan incorporarse y sumar a la economía rural, para ello hay que proporcionarles las herramientas necesarias para avanzar en este desafío. Sin relevo generacional no hay futuro para los pueblos, por lo que es clave trabajar con todos los sectores de la sociedad para garantizar respuestas adaptadas y sostenibles. Se debe seguir trabajando para garantizar que los jóvenes en general, y no únicamente aquellos que están vinculados con el sector agrario, puedan permanecer en el medio rural, incentivando la implicación activa de jóvenes en el diseño del futuro de los territorios rurales para incrementar la sensación de arraigo y pertenencia. En este sentido, las entidades de coordinación territorial rural (grupos de acción local/LEADER) se tornan imprescindibles para fomentar el diálogo entre los actores territoriales y el intercambio de buenas prácticas. SOLUCIONES/PROPUESTAS Garantizar la continuidad y la visibilidad de LEADER/CLLD Proponemos incluir medidas concretas que favorezcan una mayor permanencia y participación de personas jóvenes en los territorios rurales; como ayudas específicas para la financiación de proyectos de personas jóvenes, incentivos especiales para retomar negocios o determinadas dinámicas participativas que incentiven la implicación social y política de personas jóvenes. LEADER tiene un historial demostrado de creación de empleo local, aumento del capital social y mejora de la calidad de vida en los territorios rurales. En la estrategia de renovación generacional debería reconocerse explícitamente su potencial para apoyar el mantenimiento de los jóvenes y la capacidad de recuperación de las zonas rurales. Garantizar una mayor dotación de recursos, estabilidad y accesibilidad para LEADER después de 2027 es una condición previa para la cohesión territorial y la sostenibilidad a largo plazo en las zonas rurales. La renovación generacional en la agricultura no es sólo una cuestión de sucesión: se trata de crear condiciones en las que los jóvenes puedan y quieran vivir y trabajar en los territorios rurales. Si nos centramos únicamente en la agricultura sin abordar el contexto rural más amplio, no conseguiremos invertir el declive rural ni la emigración juvenil. Un enfoque multisectorial, basado en el lugar e impulsado por los jóvenes es esencial para garantizar que la agricultura siga siendo viable -y las zonas rurales sigan siendo habitables- para las generaciones futuras.

LONG TERM VISION FOR RURAL AREAS There is no magic bullet that can solve what is probably the biggest problem facing the whole of Europe (depopulation). This serious situation is not solved with patches or palliative measures; not through further debate either. The diagnosis has already been made, and the quantitative data, rather than internalized. Rural development policies and demographic policies must go hand in hand, but the rural environment cannot be burdened with the responsibility of stopping depopulation; While the former should try to ensure access to services and improve the quality of life in rural areas, demographic policies should balance the settlement of the different territories, encouraging or slowing down the settlement of people. A claim that rural territories have been making for a long time is the need for cross-cutting rural development policies that respond to the real needs of the local population, an area in which local action groups (LEADER) have much to contribute. Because there is no better demographic policy that offers opportunities to those who want to live in both rural and urban areas. On the other hand, the sooner we understand that rural areas do not need to compete with urban ones, but rather to know how to relate more fairly and coexist in a sustainable way, better rural policies and investments will be planned. Being aware of this situation and accepting it help to reorient rural policies and investments and allow rural territories to open up to innovation and modernization of governance and public services, using holistic, proactive and local strategies consistent with reality current social. B. What does the initiative aim to achieve and how It is essential that European society as a whole recognizes the urgency of combating depopulation and giving rural areas another chance. The debate has finally reached the political agenda, but unfortunately it has not reached society. And the question is whether we are still on time… ..The rural milieu cannot look the other way when it comes to replicating, adapting, assuming… the weight of trends; It has to understand, integrate and endorse disruptive and renovating ideas. The LEADER method used by Local Action Groups is a good collaborative tool to improve rural governance and has been the only instrument that has transferred decision-making on European financing to the local level. Local Action Groups have a long history in the field of local and collaborative development and already have an established network of citizens, local businesses and public institutions, as well as a work structure made up of experienced managers and technical and administrative staff. Thanks to the work that LAGs have done for decades, today, when they establish a new project, they start with an advantage because they do not need to invest too many resources to reach the local population and organizations. Rural territories have been innovating since 1991 through this approach, which is why they are perfect candidates to become the most appropriate cogwheels and instruments to coordinate and help converge cross-cutting rural development policies in rural settings throughout Europe. C. Consultation of citizens and stakeholders For our part, we will strive to transfer the image of the rural environment as living spaces for innovation, and inviting society to launch disruptive initiatives and processes in our rural areas. Our messages are concise and simple: 1. Take advantage of the rise of new technologies and digitization in rural areas. 2. Make resources converge in a coordinated manner between public administrations 3. Establish an urban-rural contract that regulates their relationships, based on cooperation and not on competition.
