Response to Climate change mitigation and adaptation taxonomy

Region Värmland’s opinion is that the following changes must be done in the delegated act on Sustainable Finance Taxonomy: • All references and classifications of bioenergy as a transitional activity need to be removed. • The delegated act must not go beyond the requirements and definitions included in the Renewable Energy Directive (EU 2018/2001). • Reporting requirements for small heating plants and greenhouse gas emission requirements for existing heating plants should not be introduced. • The delegated act must not introduce burdensome and extensive administrative requirements for forest owners as this will prevent the supply of forested biomass and biofuels. • The delegated act must not make unreasonable demands on the energy management of buildings that already have fossil-free heat. This will discourage the possibility of using negative emission systems and might incentivize the construction of new buildings over renovating existing buildings which itself is not environmentally friendly. • The delegated act should recognize waste-to-energy as a good process for treating waste and removing hazardous substances from our societies.

Response to Update of the 2012 Bioeconomy Strategy

Region Värmland feedback on the update of the 2012 Bioeconomy Strategy A transition to a circular bioeconomy can realise sustainable growth and reduce environmental impact. Region Värmland is a Regional Development Agency that works with establishing good conditions for sustainable growth. We welcome the Commission’s work with updating the 2012 Bioeconomy Strategy. In our feedback position we wish to emphasize the need for the forthcoming strategy to include a regional perspective. Region Värmland believes that regions play a key role in coordinating and supporting the development of a bio-based economy. The local and regional levels are crucial for the development of the bioeconomy sector and the creation of new markets, new business and job opportunities, and in the long run a strong bioeconomy in the EU. Therefore, we think it is smart to let the regions take on different challenges depending on their smart specialisations. Summary of feedback from Region Värmland: 1. Regions play an active role in the development of the bioeconomy and they should be fully supported in demonstrating the bioeconomy based on their regional conditions. 2. It is important to prevent the development of complex legal frameworks, as the cascade principle. 3. Regions should be encouraged to develop bioeconomy strategies and the EU can promote this development by offering financial instruments and specific tools which facilitate the development of such strategies. 4. To share information and communicate the bioeconomy should be a priority for all actors in the field. 5. We need harmonized methodologies for measuring and analysing the bioeconomy. We encourage the EU to develop tools for regional analyses, enabling regions to compare their bioeconomies. 6. We welcome initiatives that stimulate investments. Furthermore, we encourage the development of tools supporting public procurement of new bio-based materials and services. 7. To promote inter-regional collaboration and collaborations between SME:s in different Member States is a good way to increase the development of new innovations. 8. We would like to highlight the importance that European education systems can meet the forthcoming demand for jobs in the field of bioeconomy 9. Sweden is already working on developing a sustainable forestry and that is a prerequisite to enable bigger volumes of bio mass for varying purposes.
