Response to Protection of Minors Guidelines

Respect Zone is a French NGO bringing together the expertise of legal professionals and academics to advocate for digital human rights and online respect in Europe. Since 2014, Respect Zone has offered a unique perspective as a think-and-do tank focused on the fight against online hate speech and violence. Its mission is to promote online respect and inclusivity across digital platforms, safeguard fundamental human rights such as freedom of expression, and protect human dignity both online and offline, at least at the EU level and beyond. Its Chairman, Philippe Coen, is the author of 50 proposals from his book Internet contre Internhate (Editions Le Bord de l'Eau) and a forward-looking report on the Metaverse. Respect Zone is active in France and internationally (USA, Belgium). It is a member of the Observatoire de la Haine en Ligne (Online Hate Observatory) and partners with numerous institutions, including the French Ministry of Sport, DILCRAH, and cities like Evry-Courcouronnes, and Chevry-Cossigny. The NGO also collaborates with business and civil society organizations, including Accuracy, Erborian, the Conseil National des Barreaux (National Bar Council), Paris Games Week, Netino, COFRADE, and others. In addition to these efforts, Respect Zone conducts awareness-raising interventions targeting young people, parents, and childhood professionals, aiming to foster a culture of respect and online safety among these key groups We would first like to commend the Commission and its teams for the hard work in preparing this proposal, which we believe is a crucial step toward ensuring the online protection of minors. In this regard, we also wish to highlight the recommendations by ARCEP & ARCOM on the minimum technical requirements for age verification systems for accessing certain online communication services and video-sharing platforms that provide pornographic content. These recommendations offer valuable insights and should be considered when drafting the DSA Guidelines on the protection of minors. In addition, Respect Zone would like to present several observations and additional proposals here attached.
