Response to Climate change mitigation and adaptation taxonomy

Dear European Commission, thank you a lot for providing a framework for the Sustainable Finance Sector. I am the co-founder of the startup Concular that is on the mission to make the construction sector CO2- and resource-neutral. To be able to achieve that, we have to reuse resources that are already in our built environment. That does not only mean recycling but also direct re-use of complete materials such as facade elements or doors. We would like to propose the following changes for section 7.1: 1. The focus should not be only on energy efficiency but also resource efficiency. 2. The focus should not only be on NEW buildings but also EXISTING ones and building that gets deconstructed. 3. Backfilling should be excluded as this is not part of the Circular Economy and the waste hierarchy. 4. Re-use should be preferred before recycling as in the waste hierarchy declared. 5. In general, the circular flow of materials is not really included in this. There should be more ambition to have re-use assessments before a building gets demolished. We would like to propose the following changes for section 7.2.: 1. Backfilling should be excluded as this is not part of the Circular Economy and the waste hierarchy. 2. Response to Environmental claims based on environmental footprint methods

We are supporting option 3 to harmonize all the labels in a common standard on EU level. This is especially true for the construction sector where a lot of false claims of the environmental impact of the products are made.
