Response to Stepping up EU Action against Deforestation and Forest Degradation

Protecting forests, and other carbon- and biodiversity- rich land presents a huge opportunity to deliver climate change mitigation and reduce biodiversity loss, which in turn delivers a host of critical ecosystem services that range from local benefits: pollination, local climate regulation (temperature, wind, humidity), healthy soils, to regional and global benefits, including reduced and avoided emissions, increased sequestration capacity, regional climate and rainfall regulation. Indeed, it is critical that we halt and reverse the loss of forests and other critical ecosystems in order to stay within the planetary boundaries that enable life on earth to exist, yet we know we are not on track to meet our 2020 or indeed our 2030 commitments under the SDGs, the UNFCCC, the CBD, or the New York Declaration on Forests to do so. As a major importer of key forest-risk commodities, the EU plays a critical role in contributing to the deforestation, and could play an ever greater role in offering solutions. It is essential that the EU Action Plan on Deforestation and Forest Degradation be situated in a broader, long-term transformation of the global land use system, towards one that protects and enhances natural systems, actively mitigates climate change, delivers safe, healthy and nutritious food in an equitable manner, and respects the rights of indigenous peoples and local communities. We would question why the roadmap consists exclusively of non-legislative measures, "existing policies and tools", and urge the Commission to reconsider developing legislative approaches to address deforestation, in light of: (i) The findings of the recent EU "Study on the feasibility of options to step up EU action to combat deforestation and forest degradation" namely that new legislative action (e.g. due diligence regulation for forest risk commodities) would have the greatest impact in reducing the EU's contribution to deforestation and forest degradation, and; (ii) A recognition by businesses, civil society, and governments that voluntary actions have not succeeded in reducing deforestation in key commodity supply chains. The RSPB has been working in the Gola region of Sierra Leone for 30 years collaborating with local partners and government in a model that involves conservation, community development, and sustainable cocoa production. Market incentives and legislation that strengthen the business case for such sustainably produced commodities and could help widen adoption of best practice, and ultimately accelerate the transition towards sustainable land use systems; (iii) Calls from some of the biggest cocoa- and chocolate businesses for EU-wide legislation to address deforestation in the cocoa sector, in a roundtable discussion on Developing legally binding approaches Child labour and Deforestation in EU cocoa imports, held in the European Parliament on the 21st November, 2018. Our feedback on the possible actions outlined in the roadmap is as follows: 1) It is essential to support efforts to direct any further agricultural development onto already cleared land, ensuring there is no conversion of natural systems. Advances in satellite and radar mapping technology now gives us even better access to land cover information and will hopefully allow policy frameworks to be proactive rather than reactive. 3) In addition to achieving enhanced transparency of investment flows associated with deforestation, forest degradation, illegal logging and illegal land acquisition, we need a system of accountability that can deploy both incentives and dis-incentives (eg. market restrictions). 5) Encourage a shift to reduced meat consumption (towards more plant-based diets); support renewable energy provision and support the shift away from biomass burning and biofuels grown on agricultural land (most of which emit more CO2 per unit of energy than coal).
