Response to Revision of the Financial Regulation 2018/1046

Administrative simplifications for recipients are very welcome. The cap on indirect costs set in the Financial Regulation is too low for most serious nonprofit and civil society organizations to be able to operate on, and contributes to what is known as the nonprofit starvation cycle (https://ssir.org/articles/entry/the_nonprofit_starvation_cycle#:~:text=The%20nonprofit%20starvation%20cycle%20is,is%20with%20funders'%20unrealistic%20expectations. ). For the EU to better be able to support implementers to be able to deliver quality work, the percentage of indirect costs allowed should be increased - in particular for nonprofit and civil society organizations (https://www.bridgespan.org/special-collections/ending-the-nonprofit-starvation-cycle). In this study https://ssir.org/up_for_debate/article/pay_what_it_takes_philanthropy#, the median indirect cost rate for studied nonprofits was 40 percent - a far cry from the 7% that the Funding Regulation allows for.
