Response to Revision of the Standardisation Regulation

PALTA Feedback on the Revision of Regulation (EU) No 1025/2012 on European Standardisation PALTA welcomes the opportunity to contribute to the European Commissions revision of Regulation (EU) No 1025/2012 on European standardisation. PALTA (Service Sector Employers) represents Finnish service sector companies and promotes their interests in standardisation. Our focus includes logistics, transportation, medical devices , sport and leisure, and other service-intensive Industries, with growing attention to digitalisation, sustainability, and future work environments. PALTA is one of the standards writing bodies of the Finnish National Standards Body and coordinates Finnish expert participation in national, European and international standardisation, and supports the development of standardisation expertise. PALTA supports a balanced and forward-looking revision of the standardisation regulation that builds on the strengths of the current system. ________________________________________ 1 Build on a functioning model with targeted refinements Regulation (EU) 1025/2012 has contributed meaningfully to stakeholder involvement, regulatory support, and internal market integration. PALTA recognises the value of the current system and recommends to maintain the New Legislative Framework and industry-led standardization model and focus on improvements particularly in: better coordination of all phases (e.g. AUWP, standardisation requests, HAS process, OJEU citation workflows), greater procedural clarity to support predictability and planning, and continued close cooperation between the European Commission, ESOs, and national standardisation bodies. The distinction between regulation-based and voluntary standards must be clear. This clarity is essential for legal certainty, user confidence and practical implementation in both regulated and open market contexts. ________________________________________ 2 Support inclusive participation and boost usage of digital means Standardisation thrives when it is open, collaborative and representative of all relevant actors. To that end, PALTA encourages the Commission to support: the wider use of digital tools and online participation methods (especially meetings) to lower entry barriers, enhance accessibility, and reduce participation costs; initiatives to develop and retain standardisation expertise at both national and European levels. The regulation should include a provision that Member States must safeguard the maintenance and operation of the national standardisation system. In addition, cities and municipalities are increasingly central to the deployment of standards, particularly in infrastructure, safety and procurement. Mechanisms to support their participation would strengthen implementation across diverse contexts. ________________________________________ 3 Maintain global alignment while enhancing responsiveness European companies rely on international compatibility to stay competitive and address global challenges. A collaborative, transparent and market-relevant standardisation system supports both innovation and policy goals. While mechanisms such as Common Specifications (CS) may have a role in specific circumstances, PALTA believes their use should remain clearly defined, time-limited, and truly exceptional. Stakeholder-driven processes are best suited to ensuring standards reflect technical realities, evolve with time, and enjoy broad acceptance. We see value in reinforcing the EUs role in global standardisation through participation, alignment and capacity not structural separation. Strategic objectives can be achieved more effectively when based on cooperation and coherence. ________________________________________ We encourage the Commission to focus on practical improvements particularly in ensuring a clear distinction between regulatory and voluntary standards, promoting digital participation, and strengthening expert capacity across Member States.
