Response to Recommendation on savings and investment accounts

SIX Group in general and its Spanish subsidiary BME in particular (thereafter SIX/BME), welcomes the European Commissions initiative to establish a Blueprint for Savings and Investment Accounts (SIA), as part of the broader strategy on the Savings and Investments Union (SIU) and aligned with the objectives of creating a more competitive and resilient EU. In light of the vast amounts of underutilised capital across the European Union, the need to mobilise household savings has become increasingly evident. Europe is missing a critical opportunity to support long-term growth, strategic autonomy and financial resilience. To ensure a successful completion of the SIA, SIX/BME strongly encourages the European Commission to set up a Blueprint which: i. Puts simplicity at the core of its design ii. Is traded on transparent markets and multilateral trading venues over bilateral execution and ideally for EU-based instruments. iii. Offers a simple and advantageous tax treatment iv. Requires no minimum investment amount v. Allocates assets to financing European SMEs vi. Is paired with a unified communication strategy to enhance financial literacy vii. Does not replace a holistic strategy towards the pension system SIX/BME is convinced that the creation of a SIA represents a promising and commendable step towards reshaping Europes investment landscape. However, its success will depend not only on the ambition of its goals but also on the clarity, coherence, and completeness of the mechanisms that underpin it. SIX/BME remains open for collaboration and constructive dialogue with relevant stakeholders. We are committed to contributing with our expertise, insights, and infrastructure to help ensure the initiatives effective implementation and work towards a more competitive European investment ecosystem.

Response to Central securities depositories – review of EU rules

SIX SIS welcomes the European Commission’s initiative to review the CSDR. The proposal touches on many of the elements that SIX SIS has discussed with EU/EEA Stakeholders. SIX SIS as a member in European Central Securities Depositories Association (ECSDA) is contributing and supporting the harmonisation efforts on European legislative and standards level. ECSDA listed in its feedback our reflections, on which we would like to elaborate further, taking into account our experience and lessons learned from the Third-Country CSD (TC CSD) application process we are currently in. SIX SIS is limiting its reflections on the EU Commission’s proposal to Section 5 Relationship with third-countries Article 25 and Transitional provisions Article 69 that directly impact SIX SIS as a TC CSD. We would like to highlight elements that may merit the European Commission’s attention in order to ensure (i) that the notification procedure meets the expectations of regulators, (ii) provides legal certainty to TC CSDs, specifically by considering relevant timeline aspects and (iii) makes the overall relationship approach including the application for recognition process efficient by eliminating administrative burden and duplication.
