Response to The new Action Plan on the implementation of the European Pillar of Social Rights

Social Impact Agenda per l'Italia (SIA) - the Italian Network for Impact Finance welcomes the opportunity to contribute to the new Action Plan for the implementation of the European Pillar of Social Rights (EPSR). The Pillar, with its 2030 headline targets on employment, skills and poverty reduction, is a defining feature of the EU, combining competitiveness with strong social rights. It should not remain limited to social policy but become a mainstream driver across all EU strategies. Impact finance can serve as the enabling bridge to align investments in climate, innovation, industrial and digital policies with social rights and measurable outcomes. Our key message is that impact finance is a strategic tool to operationalise the Pillar. By mobilising additional resources and focusing on measurable social impact, it can support EU efforts to reduce inequalities, improve skills, and foster inclusive growth. We stress five priorities: (1) recognising impact finance as a driver of inclusive growth; (2) embedding the principle of additionality to leverage private resources; (3) mapping existing initiatives to build on proven practices; (4) engaging mainstream businesses, also in line with the CSDDD and CSRD; and (5) promoting hybrid instruments such as outcomes funds and social impact bonds, integrated with InvestEU, the EU Innovation Fund and the Green Deal and with catalytic capital from other public institution and philantropy (blended finance approach). By embedding impact finance, the new Action Plan can make the European Pillar of Social Rights a unifying framework across all EU policies, ensuring that the green and digital transitions are also just and inclusive.
