To achieve truly functional instant payments across Europe it is important to have interoperability at the heart of any new system, to ensure compatibility and to prevent barriers that could hamper the effectiveness of such a scheme. When designing an Instant payments scheme there should be a dual focus on domestic/national level payments and cross-border payments, to ensure a seamless integration. This is key to guard against frictions that can cause delays and costs to any such Instant payments system. In designing a pan-European instant payments system the focus should not purely be on intra-European payments, but also cross-border payments, which will help support trade and retail transactions outside of European borders. European policymakers should support the wider adoption of internationally recognised standards already in use in the financial industry to avoid European-specific developments that may result in interoperability issues with other payment infrastructures globally. ISO 20022 is an increasingly established global language for payments messaging, adopted in over 70 countries so far and European banks are already investing in ISO 20022, so further adoption of the standard should help minimise complexity for banks. Recognising and building-in such international standards will not only help address the current fragmented approach in Europe, but also facilitate integration with other infrastructures from the rest of the world. Harmonisation of rich data will increase the speed and reduce frictions when payments leave or arrive an Instant payments scheme via a cross-border leg. Digital identities will play a key part in improving the consumer experience and thus standardisation of digital identities and certificates through LEIs are essential to the future rollout of seamless cross-border instant payments. Businesses and consumers will collectively benefit from Instant payments, with consumers experiencing more flexible payment options and businesses receiving funds much quicker for goods and services, thus improving their cash-flow situation. Providing an instant payment system follows international standards and is interoperable with other instant payment systems, there are many opportunities available to reduce frictions and in turn reduce delays in payment settlements, with less cost for all participants.
