Response to Recommendation on savings and investment accounts

State Street supports the European Commissions initiative to create Savings and Investment Accounts (SIAs) with the aim to boost retail investor participation and long-term savings across the EU. We point to the need for a framework that is simple, flexible and digitally accessible, with tax-free allowances, broad investment options (including ETFs), and integration with workplace pensions. We would also like emphasize the importance of financial literacy campaigns and junior accounts to build early investment habits. In the attached letter we also take the opportunity to highlight barriers to ETF accessibility across the EU such as fragmented listings, tax inefficiencies, and lack of harmonization on fractional shares. We believe it is important to foster an innovation-friendly environment that enables a wide range of providers to participate in distribution, and recognize the recent emergence of digital platforms and neo brokers as one of the key drivers in the increased retail participation. We therefore urge regulatory clarity and support for emerging digital distribution platforms toward a harmonized, innovation-friendly EU regulatory framework that encourages cross-border investment and retail participation. Overall, State Street supports the European Commission decision to promote the adoption of SIAs via a non-legislative Recommendation, in the hope that this will accelerate the rollout of SIAs at Member State level.
