Sammanfattning Stockholmsregionens Europakontor lämnar på uppdrag av Region Stockholm nedanstående synpunkter på kommissionens förslag till Europaparlamentets och rådets förordning om inrättande av brexitjusteringsreserven, COM(2020) 854. Stockholmsregionens Europakontor ägs av Region Stockholm, Stockholms stad och kommunförbundet STORSTHLM. Region Stockholm välkomnar EU-kommissionens förslag att inrätta brexitjusteringsreserven. Stockholmsregionen har sedan lång tid tillbaka en stark handelsrelation med Storbritannien. Brexit har negativa effekter på Stockholmsregionens näringsliv, arbetsmarknad och tillväxt som förstärks ytterligare av coronapandemin. För att effektivt kunna minska Brexits negativa effekter för den ekonomiska, sociala och territoriella sammanhållningen inom EU är det viktigt att regionernas roll och ansvar fastställs i förordningstexten. Därför bör det säkerställas att regionerna ska kunna ta del av medel ur reserven utifrån varje regions behov och förutsättningar som Brexit har givit upphov till. Region Stockholms stöder därför Europeiska regionkommitténs yttrande. Summary The Stockholm Region EU Office submits the following position paper on behalf of Region Stockholm (i.e. Stockholm County). Region Stockholm is responsible for all publicly-financed healthcare and transport in the region, as well as for regional planning and cultural subsidies. Region Stockholm welcomes the Commission’s proposal for a Regulation to establish the Brexit Adjustment Reserve. Region Stockholm emphasizes how important it is that the Member States implement the reserve in consultation with the regions. The national distribution of each Member State's share should be based on the specific needs and conditions of each region in order to effectively mitigate the economic, social and territorial consequences of the UK’s withdrawal. Response to Climate Law

The Stockholm Region is a pioneer of clean and green energy and is successfully growing its GDP while at the same time decreasing emissions. The reduction of greenhouse gas emissions is a high priority for the region and we welcome the EU target to reach net zero GHG emissions by 2050 in order to restrict global warming to 1,5 degrees. We welcome the European Commission’s initiative to propose a European climate law to enshrine the target of achieving climate neutrality by 2050 in legislation. Climate action in metropolitan regions and cities is crucial for achieving target on an EU level. The Stockholm Region therefore emphasises the importance of involving the local and regional level in climate action, including future legislative initiatives from the European Commission.
