Response to Circular Economy Act

The Swedish Textile and Fashion Industry, TEKO, welcomes the European Commissions ambition to facilitate the transition towards a circular economy through the upcoming reform package, the Circular Economy Act. Strengthening the conditions for this transition presents an opportunity for the EU to combine competitiveness with sustainability. The textile industry looks forward to collaborating with policymakers to drive a circular transformation that also enhances European competitiveness. TEKO would like to offer the following recommendations to policymakers involved in the development of the Circular Economy Act: Do not focus solely on critical raw materials broaden the legislation to include circularity across a wide range of material flows and value chains, such as textiles. Propose measures to harmonize producer responsibility within the EU through common registries and digitalization address the lack of harmonization in producer responsibility for textiles. Develop and harmonize common End-of-Waste criteria in close cooperation with industry. Refrain from introducing mandatory quotas for recycled materials in textile products instead, investigate incentives to increase demand for recycled materials. Allocate EU funds for investments in sorting and recycling of textile materials build large-scale solutions within the internal market rather than small-scale national ones. Invest EU funds in research and innovation in material recycling and new materials. Ensure fair competition within the internal market and with third countries all products placed on the EU market must meet the same requirements. Use public procurement to drive the circular transition develop common EU criteria to support companies engaging in circularity in various ways.
