Response to Production, use and export of certain processed animal proteins and products containing such proteins

General remarks: SNIA (French Feed Industry Association) supports the proposed amendments of annexes I and IV of regulation (EC) 999/2001 and annex X and XV of regulation (EC) 142/2011 allowing use of processed animal proteins derived from farmed insect proteins in feed for fish. Insect proteins is a promising alternative source of proteins for animal feeding. Specific remarks on regulation (EC) 999/2001: On 8 October 2015, EFSA scientific opinion concluded that there was no safety hazard when using processed animal protein derived from insects in feed for fish, as long as the insects are fed on substrates that are authorized in feed. SNIA welcomes this decision in line with the present state of scientific knowledge. SNIA also encourages further research on insects fed with alternative substrates, in order to assess the risks (including transfer of chemical or microbiological contaminants to the insects). Restriction of farmed insect proteins use in plants/installations that are dedicated to “production of feed for aquaculture animals” is not a difficulty today, because it fits with the current organization. However, we would like to point out that this restriction could not be realistically implemented if the use of farmed insect proteins is authorized in the future for other species. Specific comments on regulation (EC) 142/2011: SNIA supports the existence of a positive list of insect species, to be processed and used for feeding farmed fish. Processed animal protein derived from non-EU producers should be compliant with the same general safety standards and requirements than EU-producers.
