Response to Evaluation of UCPM

SES is a Nordic provider of cost-effective and quality assured systems for civil protection and defence applications. Our products include mobile and modular CBRN decontamination facilities, high-quality shelters and field hospitals (EMT), as well as durable and cost-efficient respiratory masks (PPE). Recent events in Europe and the world have clearly demonstrated the need for a strong UCPM that facilitates a truly European response to cross-border crises. Based on our experience as a provider of civil protection assets, we would like to offer the following remarks: 1. Necessary short-term improvements to the UCPM must be coupled with a substantial revision of the UCPM Decision to ensure its long-term effectiveness The recent dramatic shift in the security outlook in Europe warrants immediate adaptations to the functioning of the UCPM under the existing legal framework and short-term adjustments through secondary legislation. Nonetheless, recent successive crises demonstrate that a more significant overhaul of the UCPM Decision is necessary to strengthen its role in the context of increasingly diverse, large-scale, and cross-sectoral crises. 2. Strengthen transparency and the role of the European Commission in the acquisition of rescEU assets The establishment of rescEU was a major step in the development of a common European disaster response capability, and its value was quickly demonstrated through its deployment in response to forest fires. However, the results have been more mixed in response to cross-border and cross-sectoral crises, not least because civil protection assets that are owned and operated by individual Member States are not easily shared when crises affect several Member States simultaneously. The lack of transparency in national procurement procedures hinders competition among companies supplying civil protection assets. This issue is compounded by the lack of public information on ongoing procurements under rescEU. To address these challenges, SES calls for a strengthened role for the Commission in the procurement of rescEU assets. Additionally, steps should be made to ensure transparency in rescEU procurement processes, not least by publicly announcing which Member States are looking to procure given rescEU assets. 3. Consider the value of interoperability between rescEU assets in complex and cross-sectoral crises The cross-border and complex nature of potential future crises calls for enhanced efforts to ensure interoperability between different types of civil protection capacities. Units used for e.g. field hospitals, shelters, CBRN decontamination, water purification or mobile labs should be easily interchangeable and interoperable, to enable efficient and effective deployment in diverse and changeable crisis situations. SES calls upon policymakers to address this need in future capacity development under rescEU. 4. Expand the scope of rescEU capacities, especially with regard to CBRN preparedness In light of the rapidly changing security landscape, SES calls upon regulators to intensify the ongoing work to identify capacity gaps in the UCPM, to ensure that Europe is prepared for future crises. Significant progress has been made with regard to medical stockpiles and CBRN preparedness under rescEU, most recently with the announcement of a strategic rescEU CBRN stockpile in April. Unfortunately, the risk of a CBRN event in Europe now appears at its highest point in decades. Going forward, SES calls for rescEU to follow in the footsteps of some Member States and develop an EU-wide stockpile of PPE for civilians, to protect lives and enable individuals in critical professions to carry out their work in the event of a CBRN emergency.
