Response to Circular Economy Act

Tarkett has been developing circular flooring solutions for decades. Through its ReStart programme, post-installation and post-use materials can be collected in member states and recycled into new products in Tarketts European factories. Tarkett faces unfair competition from non-EU production imports, and red tape due to a lack of harmonised regulation, fragmented implementation and misinterpretations between member states, complexifying and making the European single market inefficient. Tarkett has experience from the field on issues and solutions that could accelerate the transition to a safe and European circular economy for the Union. Response to Revision of the Standardisation Regulation

Tarkett is a global leader in flooring and sports surface solutions, committed to sustainable innovation, circular economy practices, and environmental performance. With a strong industrial presence in Europe, Tarkett actively contributes to standardisation processes aligned with its industrial activities and sustainability goals. Tarkett supports a targeted revision of the Regulation (EU) No. 1025/2012 on European standardisation to: - Preserve a system based on transparency, inclusiveness, and innovation that has proven to be robust, market oriented and efficient. - Strengthen European industrial competitiveness - Accelerate the ecological and circular transition. Key principles of the revision should : - Maintain and reinforce the industry-led model, ensuring strong involvement of companies in standard development. - Recognise the central role of harmonised standards (hEN) as the main tool for presumption of products' conformity, especially refering to construction products harmonised regulation for example. - Ensure legal clarity regarding the role of standards and Common Specifications (CS), which must remain exceptional. On Common Specifications (CS), Tarkett shares the view that CS should: - Be used only in cases of proven failure of the standardisation process. - Respect strict criteria for transparency, inclusiveness, and coherence. - Not undermine the role of European Standardisation Organisations (ESOs) or create legal uncertainty. On Sustainability and Innovation, the EU should promote international alignment while advancing its environmental and social values. Moreover, the Revised framework should ensure sustainability related innovations, supporting effective transition to circular economy and climate neutrality are rapidly addressed in standards/ harmonised regulations revision process. Today, incomplete or inconsistent normative frameworks, rigid legislative framework not allowing the integration of innovative approaches, and lack of legal basis for experts/consultants/verifyers for decision making, may block or at least delay market uptake of more sustainable products, discourage investment in circular solutions, and as a result weaken European industry competitiveness.
