Response to Review of the Construction Products Regulation

We welcome the ambition of the European Commission to revise the Construction products regulation. We call the European Commission policy makers to revise the CPR with the European Industry competitiveness in mind, as an integral contributor the EU Green Deal objectives for a just transition towards a circular economy, where the construction sector is contributing to the net zero GHG emissions objective in 2050. We see several key aspects to manage for the European Commission Construction Products policy: • Rely on experts’ standardisation work rather than on delegated acts for implementation. • Ensure the CPR remains the only regulation applicable on the entire European territories for construction products. • Ensure Member states will not (or will not have to) develop own regulations overruling CPR. • Keep the key aspects of circular economy under control in the relevant European regulations or product related standards • Avoid overlaps and inconsistency between CPA, ESPR CPR and any other regulation creating additional burdens and costs for manufacturers. • Accelerate the development of Digital Product Passports implementation for all construction products. • Ensure a level playing field for European Manufacturers with a proportionate and fair Assessment and Certification System supporting European industry quality production and competitiveness, protecting European citizens from low quality sometimes non compliant imports from non Eu countries. Response to Sustainable Products Initiative

Tarkett, a global leader in innovative and sustainable solutions for flooring, welcomes the European Commission’s proposal on Ecodesign for Sustainable Products Regulation (ESPR), aiming at creating an EU-wide Single Market for sustainable products across the European Union, while improving transparency through the Digital Product Passport. Tarkett supports the proposed introduction of a framework aiming at providing horizontal rules for products placed on the EU market for two reasons: • Firstly, we believe that it is essential that ecodesign requirements are tailored to the unique characteristics of each product group while targeting the overall climate and environmental impacts associated with production and consumption patterns. • Second, the choice of delegating the implementation to secondary legislation will enable the European Commission to conduct proper impact assessments on each product category. This is key to design product-specific ecodesign requirements. Tarkett calls on the European policymakers to further improve the proposal and continue to foster the competitiveness of the EU Single Market. We, indeed, believe that harmonisation of requirements at the EU level is a key driver for the correct functioning of the EU Single Market. We also call on Member States to avoid putting in place national measures on sustainable products that may impair the correct implementation of the ESPR.

Response to A new Circular Economy Action Plan

The European Commission put circular economy at the heart of the European Green Deal strategy, as it moves the European Union towards climate neutrality in 2050. Indeed, circular economy has the potential to mitigate climate change through the offset of greenhouse gas emissions while developing the reuse, repair, remanufacturing, recycling of products and new business models. We welcome the European Green Deal, as the most comprehensive framework put forward by the European Union. The forthcoming Circular Economy Action Plan is, as the Roadmap underlines, focusing on the ecodesign of products and resource efficiency, elements which are indeed the basis for European sustainability and citizen well-being. In light of this, the Roadmap for a New Circular Economy Action Plan could clarify further measures required to support this transition, notably: • The development of new consumption patterns, and functional economy and new business models. Such measures will require a shift in the relationship between products and services and new ways of financing. This requires a strong support and an enabling environment from EU and Member State public policy. • An enhanced coordination between the European Commission and those Member States already developing circular economy and climate laws. • The European Commission should ensure a level playing field between EU and non-EU producers. • The transition advanced by the European Green Deal should be accompanied by adequate financing. • The European Commission should clarify the steps it will take to decouple economic growth from resource use while mitigating climate impact.
