Response to How to master Europe’s digital infrastructure needs?

The Telecom Infra Project, Inc. (TIP) appreciates the opportunity to comment on the European Commissions white paper, How to master Europe's digital infrastructure needs. TIP is a global community of organisations working to accelerate the deployment of open, disaggregated, and standards-based network solutions by promoting, developing, and testing products and solutions. TIP provides an industry-neutral platform for stakeholders supporting its mission to advance telecom technologies beyond the status quo. Launched in 2016, TIP currently comprises approximately two hundred telecom companies, including hardware manufacturers, software developers, mobile network operators, edge service providers, system integrators, and startups. Europe represents approximately 30% of our total global membership, which includes Telefónica, BT, Orange, Deutsche Telekom, Vodafone, Nokia, Telia, Liberty Global, Magyar Telekom, Telecom Italia, Druid Software, Proptivity, Arqit, Accelleran, Cubiq, Reply, Colt, Capgemini, Adtran, Stordis, EANTC, iBrowse, Ask4, IP Access, Politecnico di Torino, Boldyn, Vantage Towers, and Totem, among others. TIP believes that its mission, structure, and membership are aligned with and well-suited to support the Commissions goals as outlined in the white paper. At the core of TIPs approach is a community-based process designed to drive innovation and deployment of open and disaggregated connectivity solutions. For example, the operators that form the European Open RAN MoU Group provide their requirements as input for TIPs work in the Open RAN domain. At the same time, European Operators also provide input to drive a roadmap for innovation in Optical and IP transport. See Appendix A, The TIP Project Group Process. Within its project groups, TIP engages in activities that support the vision of transforming Europes digital infrastructure into a distributed Edge Cloud characterised by the disaggregation of hardware and software and the adoption of open interfaces. Creating the 3C Network Connected Collaborative Computing is essential to this vision. It ensures that all connectivity types (cellular, fixed, and WiFi) provide the best alternatives, including establishing various business models to guarantee that connectivity and services reach all European users and communities. TIPs Open Optical and Packet Transport (OOPT), Fixed Broadband (Fixed BB), OpenRAN, and OpenLAN Project Groups are at the forefront of developing these technologies, adhering to principles of disaggregation and open interfaces. This approach enhances flexibility in R&D, fosters specialisation, and opens the market to new European technology vendors. As a neutral forum for the global telecommunications industry, TIP stands ready to support the European Commissions initiatives on digital infrastructure and to collaborate on creating a fast, reliable, secure, and ubiquitous connectivity ecosystem. By leveraging TIPs industry-first approach and our extensive member network, we can contribute significantly to achieving the goals outlined in the white paper, ensuring that Europe remains at the forefront of digital innovation and infrastructure development. We look forward to continued collaboration and engagement with the Commission and other stakeholders in this critical endeavour.
