Response to Restrictions on bisphenol A (BPA) and other bisphenols in food contact materials

The International Confederation of Paper & Board Converting Industries (CITPA) representing branch associations among paper& board value chain would like to offer the following comments to the draft regulation on the use of bisphenol A (BPA) and other bisphenols and their derivatives in certain materials and articles intended to come into contact with food. CITPA considers that certain measures proposed in the draft regulation are leading to unnecessary costs and administrative burdens. Therefore, while endorsing the food safety and sustainability elements of the draft regulation, we encourage the Commission to take into consideration the sectorial concerns substantiated below. Response to Waste Framework review to reduce waste and the environmental impact of waste management

The International Confederation of Paper & Board Converters (CITPA) and its member associations support the intention of the European Commissions revision of the Waste Framework Directive (WFD) to reduce waste production. This legislative update is especially critical given the environmental, economic and societal impacts of food waste. Key policy recommendations: 1.The Waste Framework Directive should recognise the vital role of packaging in reducing food waste. 2.The waste hierarchy should be re-evaluated considering the added value of recycling alongside reuse for the prevention of waste.

Response to Review of the requirements for packaging and feasibility of measures to prevent packaging waste

The European Federation of Paper & Board Converters (CITPA) and its member associations welcome the Commissions ambition to contribute to a climate neutral circular economy through the proposal for a Packaging and Packaging Waste Regulation (PPWR). The new legislation should also ensure that proposed measures meets the primary objective to reduce the negative environmental impacts of packaging and packaging waste, while improving the functioning of the internal market. Response to Waste Framework review to reduce waste and the environmental impact of waste management

CITPA supports the ambitions of the Commission introduced with the EU Green Deal and the present EU initiative aiming to “decrease waste generation and improve separate waste collection to yield optimal recycling results”. The paper and board industry has invested heavily over the last decades in infrastructure to ensure paper and board packaging is collected and recycled. As a result, the paper and board recycling rate is the highest among materials in the EU at 84.2%. Indeed, more paper and board packaging is recycled, by volume, than all other packaging types combined. Within the review of the EU waste framework, CITPA recommendations are: • All packaging should be ‘Fit for purpose’ and this should be considered a waste prevention measure. • Separate collection of packaging is integral to achieving high-quality recycling. • Reuse of packaging as a possible waste prevention measure should be considered on a case-by-case basis. Response to Sustainable Products Initiative

The paper & board converters welcome the Sustainable Products Initiative of the European Commission aiming to establish sustainability principles and leading the way to a cleaner and more competitive Europe. Response to A new Circular Economy Action Plan
