Response to International Digital Strategy

Call for the creation of an European Digital Rights Fund with an External Action focus As a civil society group defending human rights in very difficult environments, Miaan believes that the EU must take a proactive approach to digital resilience and internet freedoms as a core component of civil protection and crisis preparedness, especially in its external action policies. Investing in the security and sustainability of technologies used to circumvent censorship and access the free internet is crucial to support human rights defenders living in autocratic regimes such as Russia, Iran or China. The European Internet Freedom Fund would: Support innovative user-facing internet freedom projects, including technology development, research, digital security projects, and convenings and contribute to the adoption, security, and socialization of technology-focused internet freedom projects. Secure Europe's digital infrastructure against cyber threats Strengthen free and open source software sustainability Reduce long-term cybersecurity risks by investing in prevention A well-funded, strategic approach to digital freedoms is essential for EU crisis response and resilience and to support human rights defenders at risk. Investing in open source security will support not only economic stability but also Europes digital sovereignty and competitiveness.
