Response to International Digital Strategy

We welcome the adoption of an international digital strategy. It is a necessary step given the shifting political realities in 2025, a context the new strategy must take into account and respond to. We propose three broad principles, inspired by work undertaken with a network of seven EU think tanks (see attachment). 1. Focus: The strategy must address Europes dependencies on foreign technology, but it cannot realistically address them all. The task is to distinguish between essential sovereignty needs and broader competitiveness goals. In some areas, the EU must prioritise tech adoption; in others, it must focus on securing its critical infrastructure. The strategy could lay the groundwork for a narrower and more focused set of common EU priorities given the EUs political and financial limits. 2. Partnerships: The strategy should reinforce the EUs efforts to deepen international partnerships and pursue diversification as a path to economic security. 3. Open and competitive markets: At a time when the EUs right to regulate its own market is being challenged, the defence of open and competitive markets becomes a core component of an international digital strategy. The enforcement of existing EU rules, such as the DMA, is essential to ensuring open and competitive markets. The upcoming review of public procurement rules also offers an opportunity to advance this goal, for example by favouring interoperable and open source solutions that promote competition.
