Response to EU visa policy strategy

TLScontact, an external service provider supporting visa procedures for most of EU member states, welcomes the Commissions initiative to set a clear, modern and evidence-based Visa Policy Strategy. We support a framework that facilitates legitimate travel, safeguards Schengen integrity and improves user experience through practical, non-legislative measures. Priorities recommended: 1) consolidate end-to-end digitalisation so that applications, appointments, payments, status updates and notifications are fully online, with EU-level usability and accessibility baselines; 2) reduce waiting times via demand forecasting, coordinated appointment management and surge capacity, especially in peak seasons and high-growth locations; 3) adopt common service and security standards for outsourced front-ends (data protection, identity proofing, document authenticity), ensuring consistent safeguards while preserving Member States decision-making; 4) enhance interoperability and data quality within the new EU IT architecture, promoting once-only and re-use for repeat travellers; 5) pilot and scale improvements through robust data-protection practices, transparent KPIs, and structured stakeholder feedback. TLScontact can actively and meaningfully contribute to these priorities, being ready to co-design and test pilots, sharing data-driven insights on capacity planning, supporting implementation at scale, establishing infrastructure, processing know-how across multiple jurisdictions to deliver a predictable, user-centric visa journey that strengthens competitiveness and security. TLScontact invites the Commission and Member States to give due consideration to EU-based providersgoverned by EU law and, where relevant, stricter national requirementswhen processing sensitive visa data. Prioritising European operators (including EU data hosting/residency, auditable controls and supervision by EU data-protection authorities) can enhance trust, legal certainty and accountability, while reducing cross-border data-transfer risks for applicants and authorities alike.
