Response to Professional qualifications recognition of veterinary surgeons - training requirements update

The Union of European Veterinary Practitioners (UEVP) welcomes the European Commissions proposed improvements concerning the minimum training requirements for the professions of veterinary surgeon, such as the additional skills and competences outlined in Article 38 but call the European institutions to go further. As a European umbrella organization gathering 28 national veterinary practitioners' associations and 5 European federations representing more than 170 000 practitioners -, UEVP is committed to ensuring that newly graduated veterinarians are adequately prepared to meet the evolving needs of society. The harmonization of training content and professional skills across Member States would greatly contribute to enhancing the mobility of both veterinarians and students, enabling them to address emerging challenges in animal health and welfare and to overcome the shortage of veterinarians in the EU. While the current proposal represents a positive step forward, adjustments are necessary to fully reflect the advancements made in veterinary medicine over the past decades. UEVP fully endorses the ECCVTs proposal for the revision of the EU Directive and Annex V, which aims to align veterinary education with the latest developments in veterinary medicine. We believe this alignment is essential for facilitating the mobility of veterinary professionals across Europe. UEVP emphasizes the importance of adopting a competence-based education model. In this regard, we suggest several amendments, detailed in the attached document, which have been approved by all the veterinary professional organizations in Europe, and some of which have already been implemented in various European countries. Among these, we recommend notably replacing the term "veterinary surgeon" with "veterinarian" as "veterinarian" is the widely accepted standard throughout the EU, as demonstrated in numerous EU legislative proposals, including the Animal Health Law. Additionally, UEVP also advocates on the one hand replacing "Plant biology" with "Feed plants, toxic plants, and plants for medicinal and pharmaceutical purposes" in the basic subjects section of Annex V. This revision would acknowledge the increasing importance of plant-based remedies and therapies, such as phytotherapy, which are increasingly utilized as alternatives to antibiotics, particularly in poultry and pig farming. On the other hand, to add Insect science, including its uses in feed and food production , to better reflect the increasing role of insects as a sustainable source of protein in feed and food, addressing the challenges of food security and environmental sustainability.
