Response to Critical Medicines Act

As an union of Belgian federations (UNESSA, Zorgnet-Icuro, GIBBIS and Santhea), we feel that a European approach to the supply of critical medicines is both relevant and necessary, and any regulation in this area must be grounded in a thorough impact assessment that considers the entire medicinal product chain, from production to consumption. It is essential to recognize and account for the specific roles and characteristics of all stakeholders involved in this chain. In particular, hospitals should be more systematically consulted at both national and European levels on matters related to the supply and procurement of medicines. Furthermore, any public funding granted to the industrial sector for the repatriation of pharmaceutical production to Europe must be strictly regulated to ensure that the associated costs are not disproportionately borne by public authorities, healthcare institutions, or consumers. To enhance the overall management of medicine shortages, additional measures could also be explored, notably in relation to the European list of critical medicines and the strategic handling of medicine stocks.

UNESSA (Belgium), the Federation of Care, Support, Assistance, and Personal Care, wishes to highlight several key elements regarding the future Critical Medicines Act. It emphasizes the relevance and necessity of a European approach to ensuring the supply of critical medicines. A coordinated strategy at the European level is essential to guarantee the availability of these medicines and prevent shortages. This regulation must be based on a detailed impact assessment that fully considers the entire medicinal product chain, from production to consumption. It is crucial that the specific characteristics of all stakeholders involved in this chain are recognized and taken into account. Furthermore, the financial support granted to the industrial sector for the repatriation of pharmaceutical production to Europe must be strictly regulated. While this initiative is necessary to secure the supply of critical medicines, the resulting costs must not be borne solely by public authorities, healthcare organizations, or consumers. A fair and balanced financial approach is required to ensure the sustainability of the system. Finally, the operational aspects of implementing this regulation must be carefully anticipated and calibrated to reflect the realities of the healthcare sector.
