Response to Pact for Research and Innovation in Europe

Università Cattolica del Sacro Cuore (hereafter UCSC) welcomes the European Commission’s initiative on the open consultation of the Pact for R&I in Europe. UCSC highly supports the renewed commitment to a strong and resilient European Research Area in the context of the Pact for R&I in Europe, especially in relation to the following issues, identified by us as strategic priorities. Firstly, we are strongly interested in the focus on research careers, including mobility schemes and continuous training, considering in particular the incoming mobility. We recognize the importance for our university of welcoming foreign researchers with their peculiar expertise and approaches, and establishing networks with other European universities which can contribute to the training of our academic staff. The particular attention paid to the topic of synergies with other funds reflects UCSC priorities: our nature of university is strongly linked with the regional and local framework around us, being in constant contact with both the authorities and the local community, which also includes our students and staff. It is therefore essential, in our opinion, to establish a connection and collaboration which also takes into account the funding point of view. The mention of ERA as a “value-based area” is a crucial point for a University such as ours, one of whose missions is to promote the founding values of the European Union. As a Catholic university, we also want the focus of our commitment and work to be a human-centered approach, looking first and foremost at the person before any economic or political expediency. We recognize and support the importance of the science communication and citizens engagement to bring people closer to the world of research and, on the other hand, to make research increasingly challenge-based, starting from the needs of society and people. An effort to disseminate information and success, as well as doubts and challenges, is required in Horizon Europe programs too, and has therefore become one of our objectives. Moreover, we agree with the decision to collect in one single document all the guidelines on the issue, to clarify and reorder the set of texts and proposals that have been made in this area. We also identify some risks, that we hope will be taken into consideration during the next steps: the weakness of a non-binding act, which could lead to Member states not making the desired progress; and the lack of involvement of stakeholders, mentioned in the Roadmap but so far not particularly accomplished, except for the R&I days which have not be held yet.
