Response to EU’s next long-term budget (MFF) – EU funding for competitiveness

1. Ensure separate governance of ECF from HEU and increase the budget for Society in Pillar 2. 2. Guarantee the stability, independence, and bottom-up nature of the ERC. 3. Limit the inclusion of the New European Bauhaus (NEB) in FP10 to the research component. 4. Achieve an equitable balance between fundamental (low TRL) and applied (high TRL) research. 5. Avoid implementation of directionality within MSCA and increase its budget. 6. Do not fund moonshots using funding destined for Pillar 1 and ensure SSH integration. 7. Implement simplification measures which align with the specific needs of each call and beneficiary. 8. Ensure full association for important 3rd countries is decoupled from politicisation of R&D. 9. Ensure clear definitions for civil, dual-use and defence research throughout the FP. 10. Include a focus on societal resilience in dual-use and defence funding instruments. 11. Generate a pathway from civil research to defence uptake with appropriate ethical frameworks.
