Response to Digital Networks Act

As the European Union moves forward with the deployment of 4G and 5G networks, significant concerns arise regarding the phase-out of legacy 2G and 3G infrastructure, particularly for the continuity and availability of vital security services. Verisure addresses these concerns in this position paper, contributing to the Call for Evidence for a Digital Networks Act. We emphasize the ongoing dependence IoT-based systems on 2G/3G networks throughout Europe. Moreover, we point out the lack of coordination and foresight in planning the transition to 4G/5G networks. The shutdown of 2G/3G networks is progressing rapidly and in a fragmented manner, often without adequate coordination with affected sectors, visibility, or impact assessments. This situation places critical services, such as monitoring and alarm response, at risk of disruption. Verisure urges the European Commission to ensure that the Digital Networks Act incorporates provisions for coordinated network transitions. These provisions should guarantee service continuity, ensure transparency, and protect users rights within the emergency and security sectors.
