Vinnova fully supports the idea of a new Eurostars programme under Horizon Europe. The programme should build on the Eurostars 2 programme under Horizon 2020 but the target group should be widened to involve all innovative SMEs. It is also important to further strengthen the support for international cooperation in research and innovation beyond Europe in the new programme. Vinnovas position is that the new Eurostars programme should be implemented as an Art. 185 initiative but should not operate under principle of Central Financial Management. If Central Management of national funding is implemented, there is a risk of rapid decrease of interest at Public Authorities to invest in own staff to support the implementation of the programme, including helping out with expert selection, financial viability checks of project participants, promotion of Eurostars, support during a project to national participants and project monitoring. As a result, the operational costs at the EUREKA Secretariat would rise significantly. For Sweden, the question of Central Management is also a legal issue. It is not legal for the National Funding Agency, Vinnova, to transfer budget to EUREKA for Eurostars projects. Thus, Vinnova cannot participate in a programme operated under these conditions.
