Platform Work Directive (PWD) Directive 2024/2831 on improving working conditions in platform work While Vorwerk supports the core principles of the Platform Work Directive 2024/2831 (PWD) - protecting and improving platform workers' conditions - we are concerned about its overly broad and vague scope. Many European businesses use (basic) electronic tools to collaborate with freelance professionals in delivering ancillary or supporting services to their customers. Such businesses share very little in common with large gig economy platforms, yet without intervention, they will be subject to the same heavy-handed regulations. Vorwerk exemplifies this situation. Vorwerk sells its branded products (e.g. Thermomix) directly to customers online and through independent commercial agents who showcase products and collect orders. Customers who wish to test products before buying can request a demonstration via the Vorwerk website or app. A simple postal code-based system connects hem with local commercial agents. This minor, ancillary service is free for customers and unpaid for agents. Vorwerk's primary purpose is selling its branded products, not merely showcasing them. However, it could result in Vorwerk being regarded as a digital labour platform under the PWD. Vorwerk urges the European Commission to use the simplification omnibus regulations to ensure that businesses fundamentally different from gig economy platforms are not burdened by unnecessary regulations. The PWD should be amended to clarify that digital labour platform regulations do not apply to businesses whose main purpose is to sell their own products and where the organisation of the work performed by individuals is a minor and ancillary component of such sales in the spirit of recital 20 of the PWD.
