Response to Future development and deployment of Small Modular Reactors (SMRs) in Europe

WePlanet welcomes the opportunity to contribute to the Commissions forthcoming SMR Strategy Communication, as outlined in the Call for Evidence. As a civil society organisation advocating science-based climate action, WePlanet strongly supports the EUs aim to create a supportive industrial, economic, and political environment for the safe deployment of Small Modular Reactors (SMRs) in the early 2030s or earlier if possible. WePlanet welcomes the EU Commission's initiative to adopt climate targets for 2040 and achieve carbon neutrality by 2050. This is a major opportunity to strengthen Europes energy independence from imported fossil fuels. As highlighted in the Draghi Report and the Clean Industrial Deal, securing energy is crucial: Europes dependence on fossil fuel imports is one of the main causes of high and volatile energy prices. By moving decisively towards a clean energy system, the EU can build long-term security and prosperity. We welcome the Commissions recognition that every zero- and low-carbon solution has a role to play: renewables, nuclear, energy efficiency, storage, CCS, CCU, carbon removals, geothermal and hydro, as well as emerging technologies that can accelerate the transition. Because the energy sector is responsible for more than 75% of the EUs greenhouse gas emissions, the transition must be built on an energy mix that is diverse, reliable, and fair. WePlanet calls for a level playing field for all clean technologies giving nuclear energy, alongside renewables, the support needed to scale. Introducing nuclear targets in a similar way to how renewable energy targets are currently set would help to achieve such a climate target. Nuclear power, as a net-zero source of energy can complement renewable energy sources (RES) by providing a stable electricity supply for industrial processes, particularly during periods of low renewable energy generation. Myths about nuclear energy should be dispelled Nuclear and renewables together can deliver a resilient, fossil-free Europe. WePlanet recognises the potential role of international credits in supporting global cooperation, but stresses that their use must remain strictly limited, transparently accounted, and based on robust, high-integrity standards. Any reliance on credits must never replace or delay domestic emissions cuts but only complement them in line with science. With regard to natural sinks, WePlanet is calling for a robust assessment to deliver ambitious legislation for the restoration of forests, peatlands, grasslands and marine habitats. Strengthening these ecosystems would enhance carbon storage, regulate natural systems and increase resilience. Ecological restoration and rewilding are vital for the EU to achieve its climate targets. At WePlanet, we call for stronger alignment between regional, national, and EU-level policy frameworks to enable the deployment of clean technologies and enhance efforts by all sectors to reduce emissions. Legislation and climate targets must be pragmatic, scientific, and technologically neutral ensuring not only a thriving EU but also a Europe that leads the world in delivering a fair and fossil-free future.
