Response to Combating child sexual abuse

WeProtect Global Alliance (the Alliance) is supportive of the European Commission's (EC) proposal to revise and update Directive 2011/93/EU (the Recast) to bolster the fight against child sexual exploitation and abuse, particularly with regard to the nature of online harm which has been exponentially growing since the Directive was originally introduced. The latest Global Threat Assessment published in October 2023 showed child sexual exploitation and abuse online is escalating worldwide, in both scale and methods. Child sexual abuse material type of content is being shared more, and it's getting harder to catch the people who do it. Securing a minimum harmonisation of definitions of offences and sanctions as well as introducing obligations on Member States to bolster investigative measures, work on prevention, and assistance and support measures for victims and survivors will improve the response across the European Union (EU) and contribute to an improved and internationally aligned response. While the Alliance is very supportive of the changes the Commission is seeking to drive, there is scope for further expansion and additions to ensure that the proposals best protect and empower the people they seek to support and safeguard: children, young people, victims and survivors of child sexual exploitation and abuse.
