Response to Revision of Alternative Fuels Infrastructure Directive

Worldline, as the European leader in payment & transactional services industry and #4 player worldwide, welcomes the EU Commission’s initiative to revise Directive 2014/94/EU on the deployment of alternative fuel infrastructure (AFID). We are seeing a tremendous development of the EV Charging sector with more and more citizens, governments and businesses moving to BEV / PHEV vehicles. However today, although most of the charges are done from home / office, it is essential that “public” charging infrastructure deployment growth is aligned with convenient, uniform payments means as for combustion-engine vehicles and other retail services. Regarding the article 5 on recharging infrastructure, we would like to suggest : - no distinction between below 50 Kwh and above 50 Kwh stations from a payment perspective. Both categories of stations should propose easy-to-use payments solution. This will allow non-discriminatory, transparent access and payment options for customers. - integration of instant payment as promoted by the EU authorities in parallel of cards. Indeed Instant account to account payment will be in short term a must have in the European payment ecosystem. Regarding QR Code or Contactless, we are discussing technology. So maybe it could be appropriate to make the difference between payments means and technology, - move forward the January 1st 2027 date to January 1st 2024. This market is going right now through a fast-paced evolution. The 2027 date seems very far away from EU ICE vehicle reduction objectives and OEMs recently announced date for ICE vehicles end-of-sales. Regarding the information to be shared with the customer such as “price per session, price per minute and price per kWh”, we can wonder if such data must appear on the payment receipts. In the same way, when the text mentions that the : “price components charged by the charging point operator, applicable e-roaming costs and other fees or charges applied by the mobility service provider” must be displayed, what about such information on the payment receipts. On this point, we can see that the split of revenues on the long value chain can become complex very quickly. E-roaming platforms could act as orchestrator of the financial flows and even state for taxes on the delivered services. In article 7 dedicated to hydrogen (article 7), payments are also described. So we suggest to align payments topics what ever the technology for recharging. Regarding the security of data exchanges, the card ecosystem is governed by PCI DSS protocols. It is hoped that the exchange protocols already in place as introduced by ISO 15118 will work well with the payment protocols. It is clear that the public charging station will be at the crossroads of several ecosystems (the energy supplier, the mobility operator, the payment acceptance provider, and others). A concerted approach is therefore recommended, especially for true European interoperability. Finally, it is worth remembering that the driver pays for his petrol before he uses it and that this generates the blocking of a maximum amount which will be released when the actual payment is made to the fuel dealer. In the case of recharging at a public station, it will be important to align the payment rules as they are today by the card schemes for the transactions at petroleum stations. As a conclusion, Worldline is deeply involved in these new discussions on electrical vehicles due to the structural changes that are coming and we wish to accompany the EU Commission on the implementation of the new European framework on this subject.
